Recommended Action

City Council:

 

1.      Adopt a resolution to rescind 1,000 feet of the No Stopping Anytime zone along the north side of Lost Canyon Road between Lark Way and Cedar Valley Way, and establish 1,000 feet of on-street parking along the north side of Lost Canyon Road between Lark Way and Cedar Valley Way.

 

2.      Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND

Prior to the City of Santa Clarita's (City) annexation of Lost Canyon Road, the County of Los Angeles had established No Stopping Anytime zones along the north and south sides of Lost Canyon Road and approved the construction of The Townhomes at Lost Canyon (Townhomes).

At the August 27, 2019, City Council meeting, residents of the Fair Oaks Ranch Community (Community) expressed concerns regarding overflow parking into their neighborhood from the Townhomes. On October 3, 2019, a meeting was held at City Hall between City staff and the Community to discuss options that would accommodate on-street parking on Lost Canyon Road. Community members unanimously agreed on a proposed plan to rescind 1,000 feet of the No Stopping Anytime zone along the north side of Lost Canyon Road, and establish 1,000 feet of on-street parking along the north side of Lost Canyon Road, between Lark Way and Cedar Valley Way, to accommodate approximately 40 vehicles. A map of the proposed plan is attached as Exhibit A.

In order to implement the proposed improvements, left turns will be restricted exiting Lark Way and exiting the existing driveway from the Townhomes. These restrictions will prevent any sight visibility issues resulting from on-street parking on Lost Canyon Road and will provide residents from the Townhomes with direct and convenient access to sufficient on-street parking. As an alternative to the restricted left turn from Lark Way, residents from the Community have the option to turn left onto Lost Canyon Road from Brant Way, 600 feet west of Lark Way. Likewise, as an alternative to the restricted left turn from the Townhomes' driveway, residents also have the option of making a U-turn on Brant Way.

Pedestrian crossing of Lost Canyon Road at Lark Way will also be restricted to enhance pedestrian safety and further discourage overflow parking into the Community. Pedestrians may utilize the crosswalks at the traffic signal at Lost Canyon Road and Via Princessa to cross Lost Canyon Road.

The property management company for the Community and the Townhomes was provided with the proposed plan and notification of the proposed improvements.
